This question does not have an easy answer.
The most logical thing would be to say "until the other person answers", but it doesn't make much sense.
If someone has asked us for a proposal and has promised to answer us, we must be relentless.
There is no minimum or maximum number of contacts. Whatever means relentless to you.
What works best for us are contacts through different channels, first LinkedIn, then email, twitter... a call...
