You must establish points in your strategy to recover contacts that have been "hanged" at some point in the process or their label/status was not updated correctly.
This happens and it is normal.
My recommendation is that once a month, you mark a task on your review/analytics calendar to review all expandi tag filters, campaign sequences/performance, and call metrics.
All the learning you do in this process will be pure gold to be able to establish the following strategies and adapt messages and target audiences.
Define a person who is in charge of analyzing at least once a month to provide feedback to the team with the conclusions.
